More broadly, however, the feasibility study confirms that, although a number of barriers to bilateral trade are removed by each country under the recently concluded ASEAN-Australia-New Zealand Free Trade Agreement (AANZFTA), significant trade barriers and investment flows between Australia and Indonesia will remain after the AANZFTA enters into force. 6.45 A free trade agreement between India and Australia should eliminate tariff and non-tariff barriers. It would go beyond the obligations of each country in the World Trade Organization (WTO) and would essentially cover all merchandise trade. The liberalization of services would aim to remove barriers that lead to additional costs to exporters and undermine competitiveness. A possible free trade agreement should have considerable coverage of the services sector. In recent years, Vietnam has actively signed bilateral trade agreements with countries around the world. In addition, due to its membership in the Association of Southeast Asian Nations (ASEAN), Vietnam has become a party to several free trade agreements signed by the regional trade bloc. It is highly unlikely that Mr Morrison will abandon Australia`s neutral attitude towards maritime claims outside of freedom of navigation. But there will be strong statements of support for a rules-based trade order. Vietnam remains a one-party state and centralized control will always entangle its potential. But seeing Australia and Vietnam get together this week in trade is an important statement of an open Indo-Pacific space.
With regard to goods, each free trade unit should include all tariff and non-tariff measures. It should comprehensively address barriers in the service sectors, including education, professional services, telecommunications and financial services. Similarly, measures to strengthen cooperation and/or promote liberalization in areas such as customs procedures, technical barriers to trade in industry, investment, the free movement of individuals (particularly businessmen), e-commerce, intellectual property and public procurement would bring considerable benefits. Any free trade agreement should include a review in order to become, over time, a basis for the development of cooperation.  n intellectual property provisions. In particular, it strengthens the obligations arising from the WTO agreement on trade-related aspects of intellectual property rights (TRIPS), but also the key to economic growth is the recently signed ASEAN-Australisch-New Zealand Free Trade Agreement (AANZFTA), in which Vietnam commits to a series of liberalisation reforms, including the abolition of tariffs on 29% of customs lines by 2010 and almost 90% by 2025. It also includes commitments to develop regional rules of origin and improve the entry and exit conditions for businesses, as well as an improved investment protection system, which is an important instrument to facilitate trade and investment between the members of the agreement, including between Australia and Vietnam. 6.25 In 2003, Australia and China signed the Australia-China Trade and Economic Framework. As part of the agreement, the two countries agreed to conduct a joint feasibility study to determine whether negotiations for a bilateral free trade agreement should be initiated.
 I think it is important in a facilitating way, and I expect that part of the trade to change. I also expect that service exchanges will change. New Zealand`s education services, for example, are real priorities for the environment and engineering.
